With more than 18 years of experience in Kenya’s construction industry and deep institutional knowledge of the National Construction Authority (NCA), Qs. Susan Rutto brings considerable experience to her new role as Acting Executive Director and Registrar of Contractors.
Rutto was among the key founding staff members who helped establish the NCA and played a central role in developing the evaluation criteria for contractor registration and initiating the registration process.
Before taking up her current position, she served as the Authority’s General Manager, Registration and Compliance, giving her extensive experience in one of the NCA’s core regulatory functions.
Her career in the built environment spans both the public and private sectors. Prior to joining the NCA, Rutto worked with the Ministry of Transport, Infrastructure, Housing, Urban Development and Public Works under the State Department of Public Works, where she rose to become a Superintending Quantity Surveyor.
Her professional qualifications include a Master’s degree in Business Administration (MBA) from the Management University of Africa and a Bachelor of Arts degree in Building Economics and Management from the University of Nairobi.
She is a Registered Quantity Surveyor with the Board of Registration of Architects and Quantity Surveyors of Kenya (BORAQS), a licensed Lead Expert in Environmental Impact Assessment (EIA), and a corporate member of the Institute of Quantity Surveyors of Kenya (IQSK).
Her appointment also comes with an understanding of the NCA from its formative years, having been involved in building some of the systems through which the Authority regulates contractors and supports professionalism in the construction industry.
Rutto takes over the leadership of the NCA following the departure of Eng. Maurice Otieno Akech, MBS, who proceeded on terminal leave on August 27 after completing his final contract term as Executive Director and Registrar of Contractors.
Akech had served at the Authority for 12 years, rising from General Manager of Research and Capacity Building to Acting Executive Director and eventually substantive Executive Director and Registrar of Contractors. His tenure included several significant institutional developments, including the National Building Code 2024, initiation of the Construction Industry Policy, review of the NCA Act and Regulations, and establishment of the International Construction Research Conference and Exhibition (ICORCE) and Construction Excellence Awards.
For Rutto, the new role represents a return to the institution she helped build and an opportunity to draw on nearly two decades of professional experience as the NCA continues to shape standards, regulation and professionalism across Kenya’s construction sector.
